The CEO of the Petroleum Agency of South Africa (Pty) Ltd (“PASA”) provided an explanation for the moratorium declared over the Karoo Basin during an open day held on 11 February 2011, at PASA’s offices in Bellville.

The Minister of Mineral Resources, Susan Shabangu, published a notice in the Government Gazette on 1 February 2011, announcing a moratorium on new applications for reconnaissance permits, technical co-operation permits, exploration rights and production rights for an indefinite period over the Karoo Basin. The moratorium will not affect the processing of applications lodged prior to 1 February 2011.

The Minister of Mineral Resources Susan Shabangu, announced at a media conference in Pretoria on Tuesday 17 August 2010, that there will be a six-month moratorium on new prospecting applications while a full audit of all mineral rights granted since 2004 is conducted.

Coal-bed methane (CBM), widely regarded as an obstacle in the coal mining industry, is instead fast becoming known as a commercially viable energy source.
Indeed, the approach to CBM has changed radically over the past decade or so as global warming concerns and increasing coal prices highlight the need for alternative energy sources that are less detrimental to the environment.

Furthermore he announced that “the Department of Minerals and Energy” would be split into the Department of Mining and the Department of Energy, each with a Minister. Ms Susan Shabangu was appointed as the Minister of Mineral Resources and Ms Dipuo Peters as the Minister of Energy
